A powder bushing or the RCBS Pro 2000 progressive reloading press.

This bushing is meant to be placed into the powder dispenser to take up space for shorter cartridges to fully activate the dispenser to allow for a full charge of powder. Note that this bushing is not a rifle or pistol bushing. 

There are two in stock in the same condition as pictured.
